Representative Fred Plump Jr. is a native of Birmingham, Alabama. He is a graduate of A.H. Parker High School and attended Miles College. He is a retired Birmingham Fire and Rescue Service Captain and a veteran of the United States Army. He is a member of the Ebenezer Missionary Baptist Church.
